SB811: Next Steps & How VaCNS Can Drive Progress

Current Status

SB811 has been referred to the Joint Commission on Health Care (JCHC) for an interim study. This moves the bill into a detailed, evidence‑based review phase focused on its impact on Virginia’s healthcare delivery system.


How the JCHC Process Works

Evidence‑Based Study (Summer–Fall 2026)

  • JCHC health policy analysts will evaluate how SB811 affects:
    • Patient safety
    • Access to care
    • Workforce needs
    • The broader healthcare system

Fiscal & Policy Review

  • The Commission will assess long‑term economic and system‑wide implications of the proposed changes.

End‑of‑Year Vote

  • JCHC will vote on whether to recommend SB811 for the 2027 General Assembly session.

Opportunities for VACNS Engagement

The study phase is a major opportunity for Clinical Nurse Specialists to shape the outcome.

Key Areas Where VACNS Can Contribute

  • Access to Care: Provide data showing how modernizing practice agreements improves access, especially in underserved areas.
  • Quality & Safety: Share clinical evidence demonstrating that SB811 maintains high standards of patient safety.
  • Comparative Policy: Highlight how other states have successfully implemented similar CNS practice changes.
  • Public Testimony: Participate in JCHC public comment opportunities to ensure CNS voices are heard.

Our Path to Passage

  1. Interim Collaboration (Now–Fall 2026)
    Engage with JCHC staff, offer expertise, and supply relevant data.

  2. JCHC Recommendation (Late 2026)
    A “recommend” vote provides strong bipartisan credibility heading into the 2027 session.

  3. 2027 Reintroduction
    A legislative patron will refile SB811, now backed by a formal study, increasing its likelihood of passage.

Bottom Line for our VaCNS Members

The JCHC referral is a strong and promising step.
Major healthcare policy changes often take 2–3 years, and VACNS’s active involvement during the study phase is essential to advancing SB811.
